• Setting up of specialized initiatives for certain core areas such as education, judicial reform and media law in order to conduct independent research on key issues related to the area as well as provide legal advisory services to institutions working in the relevant sphere • Endeavour to assist and participate in committees, commissions or working groups that are involved in advising Central Government on key legislative reforms in our core areas. • Increase Vidhi’s focus and geographical reach from only the Central Government to also nearby State Governments such as Delhi and Rajasthan. • Increase the dissemination efforts by writing more research papers and op-eds, conducting seminars and talks focusing on independent research that we have conducted.
- Influence legal reform in the areas of financial regulation, judicial reform and environment and energy. - To be consulted or engaged by government ministries and independent commissions relevant to our areas of focus. - To produce quality independent research reports on our focus areas.

July 2014: Launched a Briefing Book titled ‘Towards the Rule of Law: 25 Legal Reforms for India’ defining urgent areas of reform for the new government and a framework for change. 7 of the 25 suggestions have since been taken up by Government. August 2014: Appointed by the Law Commission as experts to help identify over 250 obsolete laws for repeal. Bill created on the basis of this research has been introduced in Parliament. February 2015: Vidhi's research for the 14th Finance Commission formed basis for certain recommendations in the Report presented to Parliament. February 2015: The interim report of the Finance Ministry's Bankruptcy Law Reform Committee, which Vidhi assisted in researching and drafting, released. March 2015: Recommendations made by Vidhi incorporated by the RBI in its Circular on Wilful Defaulters. April 2015: Appointed by the Law Commission to sub-committee to draft Commercial Courts Bill. Bill drafted as a result of the Law Commission Report has been introduced in Parliament.

2010: Founded as the Pre-Legislative Briefing Service, an informal team of 2- 3 lawyers working on request 2011-12: Prepared legislative briefs for six Parliamentary Standing Committees, provided expert testimony on invitation 2013: Vidhi established by Arghya Sengupta with a core founding team of five lawyers, dedicated to work exclusively with public agencies 2014: Launched a Briefing Book titled ‘Towards the Rule of Law: 25 Legal Reforms for India’ defining urgent areas of reform for the new government. 7 of the 25 reforms taken up by government so far. 2015: Prepared a report on Operationalising India’s Nuclear Liability Regime released by the Hon’ble Finance Minister, Mr. Arun Jaitley
Vidhi Centre for Legal Policy (Vidhi) is India’s first legal policy think-tank working specifically with government agencies. Its mission is to help in achieving good governance in India through improving the design and content of new and existing legislation. By providing assistance to Ministries at various stages of law making, and by proposing rigorously researched reforms, Vidhi’s aim is to ensure that laws passed are robust and relevant, which is a starting point for good governance.
Accurately drafted laws passed in Parliament, which are more easily implementable and less prone to delays.

Dr. Arghya Sengupta is Founder and Research Director at the Vidhi Centre for Legal Policy. Arghya graduated with a B.A. LL.B (Hons.) from the National Law School of India University, Bangalore, as a gold medallist in 2008. Subsequently he was awarded the Rhodes Scholarship and graduated with a distinction in the BCL at Oxford University. He went on to be awarded an M.Phil in Law at Oxford University, where he taught for two years as a Lecturer in Administrative Law at Pembroke College. He completed his D.Phil thesis at Oxford in 2014.
