Empowering Rural Women-ERW
Description
An voluntary organization Gramin punarniram sansthan is working in Atraulia Block in Azamgarh district of Uttar pradesh .area of intervention of the organization is 50 kilometers away from the district head quarter. due to the distance from district head quarter rural Dalit , deprived and marginalized peoples are not able to avail the facilities and schemes of government department and because of the distance from head quarter they are not able to raise their problems and reach to the district level officials it’s the result that they are not able to solve their problems. In the Block Atraulia young persons are suffers of poverty and unemployment and its result is young peoples are helpless and its impact is they are migrating to the metros in the search of their livelihood. When the male members are migrated to the metros in that situation the whole responsibility of the house holds is on the women of the family. In that situation rural women are the sufferers of gender discrimination. Gram panchyats are totally neutral regarding their roles and responsibilities. the government officials from village level up to the block level are involved in the corruption due to this the identified beneficiaries from rural area from Dalit and marginalized are not getting benefits of government schemes. A unit of Local self governance is neutral and it resulted that marginalized persons of the rural community are not getting any opportunity to raise their problems and ask for the solution under constructive legal framework. Because of the lack of accountability of Gram sabha they are not getting job for 100 days which is provisioned for them under the MNREGA act and like wise the same situation of corruption and irregularities can be seen in Public distribution system due to these irregularities they are not able to avail entitlement which is provisioned under right to food and Right to Work. at that time a ray hope for the betterment of marginalized, deprived and Dalit had seen by Gramin Punarnirman Sansthan when with the Support of Sir Dorab Ji Tata Trust and in the guidance of PANI PST in 2007 in 10 Gram Panchayats a program of Empowering rural women was started in which the focus for intervention was in Right to work, Right to food and Right to information. Under this program a group was formed of women at G.P. and Block level, they had started work and raise their voice for their entitlements but group was not capable enough for women to do proper and effective advocacy for their all above rights so Empowering Rural Women project with the help of Sir Dorabji Tata Trust, from December 2007 And thereafter a One year extension project started from jan 2009 and thereafter a three year extension project named ERW was started from 1st feb 2010 to jan
. Under that at Atraulia Block in 40 Gram panchayats out of that 6000 women associated with the program. From each Gram panchyatas 10 women leaders were identified for the capacity building in every aspect by that they can effectively raise the problems of the women at Gram panchyat level,block and district level

Under the Empowering Rural Women program till the date in 4526 women are associated with the Nari Sangh out of 30 Gram Panchayats .these women of Nari Sangh are capable enough to raise their voice for their rights from Gram Panchayat level to Block and District level officials. now women of Nari sangh are able to identify their problems and they are trying to solve their problem from them self with in their groups .members of Nari sangh have the toll free number of NREGA help line so they don’t need to ask any one regarding the number. According to the need they just dialed the number and filed their quires on that number. Now the women’s from Nari Sangh of 30 Gram panchayats collectively raise their issues of MNREGA, P.D.S. and J.S.Y very effectively. on the block and Thasil level the Pholan Devi Nari Maha sangh had raised their voices and now they are established at these levels effectively.

as per the achievements of the program in 30 Gram Panchayats Gramin Punarniram Sansthan had decided to plan the program for the next three years the 18 remaining Gram Panchayats of Atraulia block cover under the Empowerment of Rural womens program .its the target of the program to strengthen and empower women of the whole block in collective manner by that they can effect the whole system from G.P.level up to District level.the target is also to elevate the womens voice at the district level .and we need to work together with the NGOs working in the same issue at the district by that we can convert this program in to a movement by that we can effectively work on Advocacy and Laisoning with the Government officials at district level .at the district level by the collective efforts of all SATHI members we can form a District Nari Manch.
At Distrcit women from Nari Manch can raise their voice and can effectively influence the district officials by that they can shortout all their problems related to their rights and entitlements.by creating the pressure on district level officers we can increase the women participation in local governance ,MNREGA ,P.D.S.and for other social security schemes by that they can raise their voice within legal fram work and implement it on the basis of effective advocacy.in ERW intervention area these women show the real situation in MNREGA, PDS.


Main points of Steps on which the program for the proposed next three years based would be the following:-

1. at all the 58 Gram panchayats of Atraulia block in every Revenue village and Hamlets would be covered and formation of the fedration at Village level Mahila mandal and at Gram Panchayat level Nari sangh will be formed.by the Community referencing and Educational center women will get update information on MNREGA, PDS ,Gram Sabha and other social security schemes.
2- At block level in the form of federation their will beactive and Forceful Pholan Devi Nari Maha Sangh.
3-aat the Distrcit level with the coordination of other SATHI members and with their federations we will form a District level Nari Manch, to organiz capacity building program by that they can make sure the effective advocacy at Distrct level.
4 Active partnership of Nari Sangh women in the Meeting of Gram Sabaha , NREGA Planning ,implementation and Social audit.
5 + in allthe Gram Panchayats of Atauralia block all eligible families could get 35 k.g. of food grains ,100 days of work under MNREGA , to provide institutional delivery to all the pregnant women and after delivery distribution of Jananai Surakasha yojana free of corruption.

Objectives
1- Developing women leadership by facilitating and strengthening their community based organization in name of Nari Sangh at Gram Panchayat, block, district ans state level in form of advocacy group to strengthen their voices for addressing the issues of entitlements,
2- Ensuring that Nari Sangh members are meeting before the schedule Gram Sabha to develop critical thinking on their issues and prepare the agenda for Gram Sabha; and attending the Gram Sabha meeting with written agenda and raising their strong vioces in Gram Sabha in order to ensure the participatory and good governance that catalyzes the optimum realization of entitlements related to right to work, right to food and right to health.
3- Facilitating Nari Sangh to address the issues related to domestic violence.

Programme Title
Eastern U.P. Health Initiative-Community Health Programme S
Description
Better health and nutrition services for rural people in block Atraulia; only two meager government program- one is NRHM and second is ICDS is implemented but lack of awareness and due to distance of district head quarter these services is not proper working in these program outreach is very poor for poorest community. Under NRHM system VHSNC and RKS provision is part of community monitoring but they are not active at present time.

Government system is also implementing program related to Food security, Education and Livelihood. And Organization GPS has formed women collective (Nari Sangh) and enhanced their capacity on their entitlements and right issues. Also has done capacity building of community on government schemes. Nari Sanghs identify their issues for their right and ask from the concerned department/person at block and district level. Nari Sanghs are advocating for their entitlements and rights. This health project will be implemented in same community.

The proposed health project will focus on the following action points.

i) To address maternal health and adolescent health, focus to strengthen the services delivered by ASHA, ANM, Sub-center and TBA
ii) To address the issues of malnutrition, focus to strengthen the ICDS services in community
iii) To address the primary health care, the focus would be on behavior change and preventive aspects
iv) To address the issues of NRHM community-based monitoring, to strengthen the functioning of VHSC, health sub-center.
